Summary:

Proxi Server functionality is no longer working after upgrade to v6.1 Service Pack B.
 
After upgrading to CitectSCADA v6.1 Service Pack B, the proxi server functionality no longer works and my Display Clients are unable to locate the IOServer 

Solution:

The immediate solution is to set the following Citect.ini parameter:

[IOServer]
IgnoreMismatch =1

Citect is aware of the problem and is currently being investigated. Please contact Citect Support for further information.
