Summary:
IoDeviceInfo mode 10 and mode 3 and CitectInfo(IoDevice,0) and CitectInfo(IOdevice,1) and the status of the IOdevice in the kernel all report that the device is online when they should not because the cable in unplugged. Using an Ethernet to serial gateway EGX400 with Modnet and the serial cable is unplugged from the gateway.   

Solution:
Set the Citect.ini parameter [IOServer]WatchDogPrimary = 1 and then these functions should show the right information.
