Summary:

I'm not able to create new users or change user passwords in v7.0 Runtime.  I am able to make changes in design time.  This worked in earlier versions.

 

Solution:

In order to create users and change passwords in version 7 an alarm server must be configured in the porject.  In eariler version an alarm server was configured in every project, and the default was to run an alarm server.
