Summary:
When using the IDC, FTP functions (ie FTPFileCopy, FTPClose, FTPOpen and FTPFileFindClose) return the citect error code 353. 

Solution:
This error code means "FTP Failure - Problems connecting to the FTP server".

This may be due to not having access to the source directory. Share the source directory with full permissions for all users. Test the FTP connection using a third party tool (eg Windows, Command Prompt or FTP client)
