Summary:
I'm not able to select the 'Server and Display Client' option in the computer setup wizard.  The computer has a statically defined IP address and the project has at least one server component configured for that IP address.  Currently the computer is not actually connected to the network.  Why isn't the sever and display client option available on this computer?  

Solution:
Windows media sense component checks to see if there is any actual network medium available, if not the service will disable the network connection and IP address.  If the media sense service is running and there is no actual network there will be no available IP address and Citect will not allow the computer to run as a server.  For details on how to disable the service refer to KBs, Q4627 and Q4602.
