Summary:
Alarm properties such as .ACK and .DISABLED do not sychronise between alarm servers when using alarm properties as tags (Publish Alarm Properties). 

Solution:
Citect has confirmed this is an issue in CitectSCADA V7 and has been fixed by HF700R141751.
