Bug 37867 - Improving trend file creation performance

This Hotfix introduces a new Citect.ini parameter [Trend]FileCreationWriteSize.
This parameter has the effect of controlling the number of bytes written when initialising a trend file. Its default value is 16384, with valid values being in the range 1 to 2147483647.
