Summary:
If you configure a default MODNET configuration as per the Driver Help, communications will not work as expected with a Honeywell HC900 Hybrid Controller. 

Solution:

To establish successful communications to the HC900, you need to ensure you that you do the following 2 things:

1. Select MODNET1 as the protocol in the I/O Devices form:

2. Set [MODNET]FloatMode=1 in the citect.ini
