This hotfix provides a fix for:

Bug 36446 - AlarmComment function does not work in v7.
Bug 36647 - IOServer generates excessive network traffic when units are offline.
Bug 37287 - Memory leak when using genie strings to display string tags.
Bug 37305 - Using AlarmSetInfo to sort two pages of alarms by state then by priority causes incorrect results
Bug 37915 - Using AlarmSetInfo to sort by state then by priority causes incorrect results
Bug 37953 - Using AlarmSetInfo to filter by Category and then sort will only work if the category and priority have the same numbers.
Bug 38970 - Alarm Server memory leak on primary during repeated standby re-starts.
