Summary:
Setting the [Win]AltEsc, [Win]AltTab and [Win]CtrlEsc citect.ini parameters to 0 to disable the respective combination hotkey does not make any difference. The end user will still be able to execute these hotkeys. 

Solution:
This is a known problem in versions 6.00 to 7.10. A fix has been produced for the [Win]AltEsc and [Win]AltTab parameters, which is to be included in Service Pack 3 for version 7.10. Should you require a Hotfix be built for this issue in the mean time, please contact Support.

NOTE: The [Win]CtrlEsc parameter has been removed as of version 7.10. This is because the corresponding hotkey is not a window specific hotkey, but rather a hotkey belonging to Explorer.exe.
