Summary:
Compiling a project that has multiple alarm categories with the same category number does not produce a compile error. 

Solution:

With the introduction of multi-cluster in V7, most of the project settings (tags, servers etc) are tied to a cluster, however, alarm category is NOT confined to a cluster. In a group of projects or clusters, the alarm category must be unique, i.e.: if category1 is defined in cluster1, it can not be used again in cluster2 etc.  

We have requested an enhancement on the compiler to produce one warning message in future releases.
