Summary:

When opening a WebClient on a new PC the error "Failed to download CAB File" occurs. 


Solution:

This error can occur when the computer doesn't have the Microsoft .NET framework installed on the PC.  If possible the WebClient may attempt to access the internet to download the required component.  If that fails the install will fail and the error will occur.

Please note that it is typical to have several major version of the .NET framework installed on a PC.  At the time of writing V1, V2 and V3.5 were common.
