Summary:

When a user refreshes the page containing the Web Client runtime, it may not launch new dialogs as expected. This problem can also be caused when a user opens multiple tabs and launches the Web Client runtime in different tabs at different times.

Solution:

Only launch the Web Client runtime once per Internet Explorer window.
