Summary:
On a computer running the Microsoft Vista operating system, the main CitectSCADA v7.10 product or any of its rebrandings cannot be repaired through Programs and Features. The following error is produced when a repair is performed:

"Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: _D95AFC0A_EB35_4D63_87C9_FA91146C74D4, location: C:\Program Files\Common Files\OPC Foundation\Install\OpcCustomInstaller.exe, command: /Install"

Solution:
An "Uninstallation Patch" included with any of the SCADA v7.10 Service Packs resolves this issue. To apply the patch:
  1. Install the service pack.
  2. Locate the uninstallation patch for your Citect brand in the Citect Bin directory. It's name will be of the form "<brand> SCADA 7.10 Uninstallation Patch.exe".
  3. Run the executable to install the patch.
Once this is done you should be able to perform a repair if one is required.
