Summary:
The above OPC driver versions do not communicate to Cognet's OPC Datahub and tags display #Com.

Solution:
This has been fixed in OPC V2.00.04.001, from the readme:

Adjusted server handle handling to be agnostic of the value. This problem was highlighted by changes made in v1.17.12.0 where
a 0 handle value was considered invalid. If OPC tracing shows a line like "[CiOPCGroup::CiOPCGroupThread::InitServer()] Added
Item 'abc' (record 0x02c00001), Server Handle: 0x00000000" you need this update.
