Summary:
 [Modnet]MaxBits parameter not working if CitectSCADA runtime is started from a Shortcut i.e double click the CitectSCADA Runtime icon directly instead of calling from CitectSCADA Explorer.

Solution:
This is a known issue in the Modnet Driver version 2.06.09.002. The workaround for the issue is use -i for the command line switch

C:\Citect\V7\Bin\Citect32.exe -iC:\Citect\V7\Bin\Citect.ini

For example in your CitectSCADA Runtime Shortcut properties define the Target as C:\Citect\V7\Bin\Citect32.exe -iC:\Citect\V7\Bin\Citect.ini where -i references the path of the ini file.
