Bug 43955 - IO redundancy changeover delay

Some systems will notice an extended delay (often 10 to 15 or more seconds) when switching from an active I/O server to a secondary I/O server when the SCADA system is shutdown.  This was caused by the networking layer not being shutdown at an appropriate point in the shutdown sequence. This issue has now been fixed.
