This hotfix provides a fix for:

Bug 44304 - Primary server crashes/Standby shows Out of Buffers

This problem occurs when TCP connection to clients are lost due to network timeouts. Each
connection loss leaks one buffer. After many connection losses, the server will run
out of buffers.
