Summary:
 Added two new INI parameters:
[Alarm] FilterViewByPrivilege
[Trend] FilterViewByPrivilege

Solution:
Added additional INI parameters affecting Alarm Server and Trend Server to
allow bypass the privilege checking for browsing alarms and trends. 

They both default to TRUE (1), which preserves the original behaviour.
If set to FALSE (0) the privilege is not checked.
