Bug 36952 - Alarm sounds reset after all the alarms are acknowledged

When alarms comes on, the sound of the highest priority alarm will start.  As soon as an alarm is acknowledged, or the operator pushes the mute button, no more
sounds will be heard until all the alarms are acknowledged.  Once all the alarms are acknowledged, and another alarm turns on, an alarm sound will be heard
again.
