Summary:
The driver help suggest that we should use OMFINS3 protocol to establish communication to OMRON Series 3 PLC (CP, CJ/CS, NSJ). Both serial and ethernet connection should use the same OMFINS3. However, the help file in OMFINS3 only suggest how to communicate via ethernet and not serial.

Sensibly, instead of having TCPIP in the board configuration form, we would change it to COMx and the address field is typically 0.

Using OMFINS3, the IO Device address field normally requires a format of w/n/u/V (for CV mode) or w/n/u/S (for CS1 mode) while

w is the FINS network address
n is the FINS node number
u is the FINS PC Bus unit number

However, if we are establishing direct connection using serial communication, what should be the input for IO Device Address field?

Solution:
When having direct connection using serial communication, you can set the IO Device Address field to be 0/0/0/S.

The setting has been tested with OMRON CJ1M PLC with OMFINS3 protocol.
