Summary:
When a system is configured with a "shuffled" priority for redundant devices (i.e. devices on same IOServer do not have sequential priority), the correct order of priority is not followed in fail over. Instead, fail over will be to the next device on the same server.

Solution:
This issue affects v7.0 and v7.10.
