Bug 45056 - Cluster connections were being activated incorrectly

Clusters should be created disabled (not connected)
On startup clusters should be connected if
    * there is no cluster list
    * the cluster appears in a cluster list  // [Client]Clusters = C1, C2
    * the cluster must be present because the servers that belong to them are running
      in this process.
