User types restrict access to displays through a Web Browser. To connect, a user must log in (or connect to a hyperlink or ASP that performs the login)

Since all configuration is done through a Web Browser, only Users assigned as Project Users can configure the Database. 

Access to Scheduled Reports, central ODBC Logs and Scheduler features (Right Click -> Tools) require the User be assigned a Power User.
