The XY Plot SmartObject is in the Object Explorer.
To place an XY Smart Object
Control:
Click the Object
Explorer button 
on the CimEdit toolbar.
Select CIMPLICITY SmartObjects.
Select XY Plot.
Double click the XY SmartObject.
A blank Series dialog box opens.
