10.1 Create a Decision by Color RLM

The Decision by Color RLM requirements for the ROBOT_CONV are:

All green Blocks/Carriers will move to Machine 0.

All red Blocks/Carriers will move to Machine 1.

Blue Blocks/Carriers will move the machine that did not get the last Block/Carrier.

Note: Name the RLM DecisionbyColor.
