Selects which clusters this Alarms Server connects to at startup.
Allowable Values: A comma separated list of configured cluster names.
Default Value: If this parameter is blank, the alarms server will connect to every cluster defined for the project.
This parameter is defined at the finest level of
hierarchical granularity (Alarm.<ClusterName>.<ServerName>Clusters).
