Summary:
What does the error "WinRT: Open Service: 'Access is denied'" mean? This error is displayed when I try to run my Citect project. 

Solution:
Citect starts WinRT service when it starts up. This error means that the current user does not have the rights to start and stop devices.

Use User Manager and choose User Rights under the Policies menu. This dialog should show a drop down box with a number of different rights in it. One is pertaining to loading and unloading device drivers. This right is only visible when the "Show advanced user rights" box (lower left) is checked. Simply add the users (the ones that need it for Citect) to this right.
