Summary:
IDC downloads files even when no changes have occurred. 

Solution:
As Citect IDC uses the IDC File cache directory and the Internet Explorer cache as its store for downloaded files you need to configure this correctly to ensure correct operation. If you find that your IDC clients are downloading pages or other files when no changes have occurred use the following procedure.

On the client Open up the Windows Control Panel

Double Click on Internet Options

Under the general tab in Temporary Internet files click on settings

Where it says "Check for newer versions of stored pages", select the Never bullet. The default for this setting is automatic.
