Summary:

When running through the computer setup wizard, I get an error message saying "Cannot continue with the setup unable to open reports.dbf"  

Solution:
The issue appears to be due to a corrupt *.INF file in the user directory.  

Delete all the *.INF files from the main and included projects. Also Refer to Q2796
