Summary:
When upgrading from V1.XX to V3.XX some pages may not get upgraded. 

Solution:
The problem may be due to having a space in front of the background file name for that page,

eg " 44". Remove that space and replace the page record, this should fix the problem. See also Q1424, Q1480, Q1707, Q1745
